Introduction

Project Overview
The ADAPT4R project aims to strengthen the resilience of vulnerable households in Nuapada district of Odisha by promoting climate-resilient livelihoods and sustainable natural resource management. The project adopts an integrated approach linking last-mile climate services, climate-proofed water and land resources, agroforestry systems, and diversified resilient livelihoods.

Position Brief

The Block-cum CIC Coordinator will support the implementation of the ADAPT4R project at the block level, while also facilitating the effective functioning of the Climate Information Centre (CIC) within the Climate Adaptation Information Centres (CAICs). The role will focus on ensuring the timely dissemination of climate and agro-advisories, strengthening last-mile climate services for farmers, and coordinating closely with community institutions, Panchayati Raj Institutions, and government departments.
The position requires strong experience in watershed management, disaster risk reduction, sustainable agriculture, and community mobilization, along with the ability to lead field-level activities, support farmer outreach through the CIC, and strengthen community participation in climate-resilient development initiatives.

Key Responsibilities :
Project Implementation and Coordination

  • Support planning and implementation of ADAPT4R project activities at the block level in coordination with the District Coordinator.
  • Ensure effective execution of interventions related to climate-resilient agriculture, natural resource management, and diversified livelihoods.
  • Coordinate with field teams, community institutions, and government departments for smooth implementation.

Climate Information Centre (CIC) and CAIC Operations

  • Support the establishment and functioning of the Climate Information Centre (CIC) within the CAIC.
  • Facilitate the dissemination of weather forecasts, climate alerts, and agro-advisories to farmers.
  • Coordinate with KVKs, OUAT extension systems, and Agriculture Department officials to strengthen climate advisory services.
  • Organize farmer trainings, plant clinics, and climate field schools through the CAIC.
  • Community Engagement and Capacity Building
  • Mobilize farmer groups, self-help groups, and village institutions for project activities.
  • Conduct trainings and awareness programs on climate adaptation, sustainable agriculture, and disaster preparedness.

Monitoring and Documentation

  • Monitor field activities and maintain regular documentation and reporting at the block level.
  • Support data collection and learning processes in coordination with the M&E team.

Stakeholder Engagement

  • Maintain strong coordination with community leaders, farmer groups, and government stakeholders.
  • Participate in block-level review meetings and coordination platforms related to agriculture and rural development.

Qualifications
Master’s degree
in Rural Development (MARD)/ Management (MBA)/ Social Sciences/ Agriculture, or related fields.
Key Skills & Attributes
Minimum 3-5 years of experience
in rural development programs with a focus on watershed management, disaster risk reduction (DRR), sustainable agriculture, and community mobilization.
