Terms of Reference
Consultant (Training & IEC), Central Leprosy Division (MoH&FW)

National Health Systems Resource Centre (NHSRC), New Delhi on behalf of Ministry of Health &
Family Welfare (MoHFW) is seeking applications from qualified candidates for the above-mentioned
post purely on contractual basis.
Background and Objectives
The National Leprosy Eradication Programme (NLEP), under the Ministry of Health & Family
Welfare (MoHFW), aims to achieve a Leprosy-Free India by 2027 through comprehensive
strategies, including effective communication and awareness campaigns. The Consultant (IEC)
will play a critical role in planning, implementing, and monitoring communication strategies under
the NLEP to enhance public awareness, reduce stigma, and ensure effective dissemination of
programme information.

Roles and Responsibilities
1. To assist in all matters relating to training in NLEP.
2. To monitor the training activities being carried out in different State through their quarterly
reports and visits.
3. Develop and implement a comprehensive IEC strategy for NLEP in alignment with the National
Strategic Plan & Roadmap 2023-27.
4. Design and develop communication materials such as brochures, posters, audio-visual
content, and social media campaigns.
5. Support advocacy initiatives to engage policymakers, community leaders, and influencers in
promoting NLEP goals.
6. To assist in implementation of the Govt. of India guidelines to remove social stigma attached
to leprosy and monitor progress.
7. Maintain detailed records of IEC activities and prepare periodic progress reports.
8. Assist in documentation and reporting of best practices and lessons learned documents.
9. Coordinate with partners, and State government counterparts to develop, implement, monitor
and report on program activities.
10. Undertake field visits to monitor IEC activities and provide on-ground support as needed.
11. Perform any other duties as assigned by the Central Leprosy Division
Eligibility and Experience:
1. MBBS with MPH, BDS with MPH or MD in Community Medicine
2. Minimum 2 years of experience in public health or other health program.
3. Experience in developing IEC materials and conducting advocacy campaigns.
4. Proficiency in MS Office and graphic design tools.
5. Strong communication, presentation, and writing skills.
6. Knowledge of digital and social media platforms for awareness campaigns.
7. Field visits to States/UTs as required.
Age Limit: Upto 55 Years as on last date for receiving application and having sound health to
undertake extensive field visits.

Monthly Remuneration: Rs.1,20,000/- (Consolidated)
